Probably because it's a custom job. You'll also need to file out a ton of paperwork for the ATF as well. Thats if you want to do it legally anyway.

Probably not. I was once taught by a former Department of Foreign Affairs and Trade senior officer who worked out of Washington DC, and when he went to Texas, he found a gun shop where folks were walking out visibly toting firearms in their belts.
