They are registered by either business or personal via email address. So get the persons email address and shoot them some money. You could either fund it via a bank account or credit card. If I remember correctly, they charge the receiving end a bit more if you use the credit card.

If you have an account set up with your bank details, that is all you need. The balance is 0 because you have not sent anything.

Click the donate button, enter your email and password for paypal. Then enter the amount you wish to donate. Remember to put your forum name in the box at the bottom, press send and hey presto that is it. 8)
