The reason why I doesn't allow you to encode the movie into 1 CD svcd is because it'll be virtually unwatchable with all the pixelation. If you use 80min cds, you can make the file 800M. At that size, you can fit up to around 50min with reasonable quality. The only ways you can fit a movie on 1 cd without all the pixelation is to lower the resolution (to 352x576 or 352x288 for PAL) or to go with DivX/XviD instead. Some dvd players will handle svcd lower resolution svcds but a number of them don't. My Apex does and it works like a charm. Normally I can fit up to ~110min on an 80min cd at 352x240 (NTSC) provided it's widescreen.

Hope this helps.

Virtual Dub is a free program that will encode to whatever codecs you have on your computer. You have to start with an AVI though and you cant use codecs that companies have strangle hold on, like WMV and such.

Since you're starting from DVD, you may as well try dvd2avi and encode to svcd/vcd with tmpgenc.
