Why do some F40s have a black lip on the bottom of the bumber but others dont?I have been wondering about thins for a long time

Euro cars do not have the lip. US cars do.

It was a US regulation, both front and back have it, only the EURO spec ones didnt need it.
Oh so it was a safty regulation?
