Any rally guys around that know what the difference is in the dampening (or rebounding) on "rally" shocks? Are they softer than stock?

Eww... as far as I know (am not an expert but do know the basics), shocks, along with differential settings, are very much the parts that most of the fine-tuning goes into, so you can't make an exact statement saying "a rallyecar will go for around X damping force at Y speed".
However, damping rates are loosely proportional to spring rates (just as a means of orientation). So on a rallye car, you will have more dampening than on a stock car, and less than on a circuit racer.

I would assume your going to want alot more rebound and jounce with the shock but softer springs (matched in a manner prolly a little different then a street or track car). The stiffer the spring the less the car will follow the road.

I'm sure you could go to someone like Prodrive or Eibach and ask them nicely what they do and they might just tell you or you can email a magazine like Sport Sompact Car (since they have a couple Rally cars one is proffesionally raced by one of the editors) they might be able to answer your question a little more accurately.
